United States v. Estepa: False Payroll Scheme Leads to Conviction

Javier Estepa and Diego Alejandro Estepa Vasquez were convicted of wire fraud and conspiracy arising from false payroll and subcontractor disclosures on federally funded public-housing work. The Eleventh Circuit upheld the convictions, finding evidence that the defendants knowingly misrepresented Davis-Bacon compliance, concealed subcontractors, and submitted inaccurate payroll records. The court rejected arguments concerning materiality, economic loss, and fraudulent intent.
