Mendoza v. Fonseca: CA Court Rejects Prevailing Wage for Transport

The California Supreme Court considered whether workers transporting heavy roadwork machinery to and from public works sites were entitled to prevailing wages. The court held that mobilization and transportation work is not automatically public work under California's Prevailing Wage Law merely because it supports a public project. Labor Code section 1772 did not expand the statutory definition, and the court rejected a broader integrated-work theory for the transportation activity at issue.
